I have been wondering after I looked at Google keyword tool.
There is 1000’s more searches each month for “Tax Heaven” instead of “Tax Haven”.

Regarding to Merriam-Webster dictionary, one of their definition on “Heaven” is: “the brightest star in the heavens”

When searching for “Tax Heaven” I got this, The word you’ve entered isn’t in the dictionary.
